It’s tough to tell.

We have to remember that Trump was "never" a politician and had no political diplomatic experience. He is and has been, a businessman. He felt that by addressing our opponents from a business strategy standpoint, he could accomplish a more friendly atmosphere with them, as well as incentivize them into entering into business opportunities and thus open up trade and lessen hostile rhetoric.
Despite all the criticism of Trump, if one goes and looks at those things he did accomplish through his Executive Orders and bipartisan successes, they weren't bad. What sucked, was Biden's ending of the Executive Orders.
