Why hasn't Obama issued a proclamation to lower flags at half staff over the slaughter of Marines?

Mayor Sal Panto of Easton, PA got tired of waiting for a proclamation from the White House ordering all US flags flown on government property to be lowered to half staff to honor our Marines killed in the terrorist attack in Chattanooga.

So even though he didn't have the authority, Panton lowered the town's flag early Saturday morning.

The rest of us are wondering why the president hasn't acted.

If "No", then, I confess to being puzzled by the seeming inaction, to acknowledge the loss.

If "Yes", then, does the Chattanooga shooting meet those criteria?

I would think Marines death by the hands of a terrorist on US soil would merit a half staff showing of the flag.
