However when there is a pressing need for NEW policeman to join the force, they often LOWER the entrance standards to admit them, some who are not much better than a hobo or homeless person level could join.

That all depends on the situation. In most cases, probably not. But the CCW law in our state is deadly force is warranted if the shooter believes their life (or the lives of others) were in jeopardy of serious bodily harm or death.

In the Tamir Rice situation, the grand jury found the officer to be lawful in using his firearm. The city of Cleveland paid the mother of the kid 5 million dollars. Why? Because it costs so much time and money for the eventual lawsuit that will come there way if they don't.
