A crisis in Libya couldn't do it, the stock market collapse couldn't do it and a earthquake couldn't do it but it seems (sniff sniff) that a hurricane might spoil Barry's vacation.

I thought the consservative consensus was that Federal disaster assistance is unconstitutional.
