If a truly Independent Prosecuting Attorney General were called upon to look at the evidence Hillary would be indicted, charged, and would be going to jail. A partial list of her crimes has already been created, a list that if applied to any 'normal' US citizen would result in them perp walked immediately.

CAN a President issue a pardon for someone who has not been officially charged / indicted? If NOT then maybe, for Hillary's sake, it would have been better for her to have been charged....so she could be pardoned. If Obama leaves office and she is unprotected by a Pardon, if charges are filed in the future there is no one to save her.

In the meantime the FBI continues its investigation of the Clinton Foundation on charges of corruption, fraud, bribery, obstruction, and more.
