All he can do is go to a federal court and ask them to order the President to respond, and if he finds a judge who will support him, it will go to an appeals court and finally to the Supreme Court, which will then have to consider if the letter authorizing the special counsel is constitutional since it states that its primary purpose is to investigate something, collusion between the Trump campaign and Russia, is not a crime. The Supreme Court will rule that this goes beyond the constitutional powers of the Justice Department and close down Mueller's faux investigation, sending him home in disgrace.
