But the point of the OP is that our adjusting to a lack of electricity would involve the deaths of millions of people due to starvation and disease, we would lose much of our data in just about every sphere and the government's ability to enforce peace and order would have been highly compromised.

Sure we would adjust, but at what cost? That is the question.

According to the OP part of the answer about what this cost would be is 90% of the population. I am not OK with this, therefore I would like some oversight and guidance to defense and restoration of our power grid, which only the military has foreseen and addressed thus far.

Which in turn means that we would have to kiss the military's ass to get power if only the military has a plan and the resources stockpiled to handle such a thing.
