The Sandy bill was January of 2013, so for almost three years these small government cons didn't do a single thing to prepare their state for disaster. That's what I'm getting to and I would like someone to tell me why would they refuse aid and then do nothing for three years?
Fine then. You want the States to fend for themselves...............Then make the Federal Gov't TINY...............and they will fend for themselves instead of sending it to Washington.

Daily Public Assistance Grant Awards Activity

This page contains the daily activity of Public Assistance Grant Awards, including FEMA Region, State, Disaster Declaration Number, Event description, Mission Assigned agency, Assistance Requested, Obligated Federal dollars, and Date of Obligation as required by HR152 – Sandy Recovery Improvement Act of 2013.

As part of disaster declarations, the President can make Federal funding (Public Assistance) available through FEMA to state and eligible local governments and certain private nonprofit organizations. This is done on a cost-sharing basis for emergency work and the repair (or replacement) of facilities damaged by the disaster event.

Note: FEMA obligates funding for a project directly to the Grantee (State or Tribe). It is the Grantee's responsibility to ensure that the eligible sub-grantee (listed in the spreadsheet as Applicant Name) receives the award funding.

I remember when Eric Cantor wanted disaster victims to pay to be rescued. Then his state was hit with an earthquake and a hurricane. Boy, didn't take him long to change is tune. The more his hands were in the receiving handout position, the bigger they got. Didn't stop him from be voted out of office in the very next election.

IF those other problems were truly related and truly needed attention, then a bill to take care of them could pass on its own merit. The reason the funding was attached to the disaster relief bill is precisely because that wasn't the case.
