Companies do whatever is best for their bottom line without much concern for a nation's energy independence or jobs outlook or whatever else. Its cheaper to pump oil out of the ground elsewhere and ship it here. That is just economics. You could remove every environmental and other regulation there is...Chevron, Texaco, Exxon, etc... would still find it cheaper to pay cheap wages to people in other nations than $30/hr plus benefits to thousands of workers over here.
