The "47 percent" of U.S. households who owe no federal income tax, memorably disparaged last year by former Republican presidential candidate Mitt Romney, has shrunk to 43 percent, said the research group that produced the original estimate.

New data on Thursday from the nonpartisan Tax Policy Center said 43 percent of households will owe no federal income tax in 2013, down from an estimated 47 percent in 2009.

Looking further ahead, the center forecast that by 2024, about a third of households will owe no federal income tax.
 
Still extremely high figure. Should not be more than 15-20% if the economy is healthy and the laws reasonable

Nearly half this country pays no income tax but has a say in how the money is spent. No representation without taxation!

What they don't tell you is that people who have no Income -- AT ALL, aren't included in that figure. ONLY people with an Income and NO TAX LIABILITY are included.

Millions are not working now that should be. Millions. The number of working age Americans has increased by 9 Million while the number of jobs has only increased by just over 1 Million.

Do the math

IOW, the number of people with NO Income has increased.

At least under Bush more people, a higher percent of people, had jobs and weren't sucking at the government teat. Welfare recipients and the disabled don't appear on that list of 43% and 47%

Two other interesting points from the MSN article you've sited (which incidentally, are much more germain than the fact that the Partisan slanted HEADLINE regarding Romney, or Republicans).

1. The center's estimate only encompasses the federal income tax. It does not include state and local, Medicare and Social Security, sales, or other taxes.

State and Local taxes are DEDUCTED from Income that is Federally taxed, therefore, the higher these taxes become, the lower your tax bracket, and fewer people end up paying Federal taxes...which brings us to the second point

2. About half of the 43 percent will owe no federal income tax because their [adjusted] incomes are too low. The other half will face no income tax because they qualify for credits, such as the earned income tax credit and the child credit.

Deductions (e.g. for state and local taxes, and mortgage interest) are different than credits. Both the credits sited are generally only given to lower income earners, thus the more lower income earners in the population, the % that owe no Federal income INCREASES. The fact that half of the 4% change (2%) could theoretically be attributed to there being a rise in income.

It was an ignorant statement when Romney made it. Many of the people that don't pay INCOME taxes are retires collecting tax-free retirement benefits and social security. Take them out of the equation and that 47% (now 43%) would look more like 22-25% or lower.

Take out the retirees on SS and tax-free retirement plans and it's around that number! These retirees have paid income taxes their entire life, they should pay it once they are on a fixed income in retirement!
 
You can thank greedy businesses that have depleted the job force in the US by moving the jobs over seas and hide their profits in offshore accounts.
Which is one reason Mittens was not as popular as he could have been.
