That will happen, and it will save some jobs, although other low skill jobs will continue to go off shore ... and they should since that will help US biz be competitive. Part of it is the cost of labor, but it is also the lack of labor protection laws, lax environmental regulations, cheap land and tax breaks. How important the cost of labor is depends on how labor intensive that particular industry is.
