Dozens of public schools across the city failed to pass even a single black or Hispanic student on this year’s state math or reading exams, a new analysis shows.

Pro-charter school group Families for Excellent Schools found no black or Hispanic kids passed the standardized tests — based on the more stringent Common Core standards — at 90 schools with diverse student bodies

At 31 city schools with a combined enrollment of 1,065 black students, none passed the state math exam. At another 28 schools, zero out of 613 Hispanic students passed the math test. State reading exams saw similar results.

Citywide, 18.5% of black students and 23.2% of Hispanic students were proficient on state math exams in 2014, compared with an overall proficiency rate of 34.2%. Reading scores showed a similar gap.

Schools have used affirmative action scoring for decades. That's why america has an epidemic of blacks with HS diplomas who read at the third grade level. Standardized tests exposes that.

Liberals are always telling me how much they value diversity, well it's time for the City to force white parents to send their white kids to these schools both to help the white child with a nice heapin' helpin' of diversity and also to help minority children be in the presence of white children. This after all was the entire premise behind Busing - white presence helps minority children achieve to higher standards.

I fully support NYC liberals being forced to send their kids to these schools.

That is exactly what they should not do. It's time to start holding those students back in the primary grades when they do not meet the basic requirements for passing the grade. No parent permission for holding them back...school decision alone. The rule should be a student can fail twice in the primary grades (k-3) and twice in the intermediate grades (4-6). The goal, no student will leave elementary school without reading on grade level and having a math foundation on grade level.

Keeping up will be so much easier for middle and high school if the proper foundations are demanded from the teachers, students and parents in the early years.

No more teacher tenure. If a teacher is passing students who do not make the grade, THEY fail and should be replaced. Parents have to get used to the idea that if their child does not make the grades, they FAIL... no more social promotions!

I don't think there is a biological reason blacks and Hispanics are not meeting the minimum standards. I think its culture and the schools have allowed them to slide. It's going to have to be the schools that change things. Parents expect their kids to go on to the next grade whether the make C's of F's. The schools don't want to deal with the problem kids so they get them out as soon as possible...sad but true.

Enter the psychologist and possible special placement When the student does NOT qualify for special classes, the parents have to face the fact that it is their responsibility to see that Joe or Jose gets the work done or they spend time in after school detention. Let the kids spend their days in detention instead of the streets and maybe, just maybe they learn its best to follow the program.

Won't happen overnight. It should take about 5 years for the parents and kids to wise up. In the meantime, hire judges for frequent hearings, create alternate schools for those who don't like the school plan and lots of off duty police officers to hang around detention halls.

Maybe we threaten with cutting off welfare checks when a) parents do not attend scheduled parent conferences; b) parents do not attend conferences requested by the school, ending in school hearings; c) students miss detention classes or overall attendance reaches a critical level.

All of these solutions sound drastic but read the OP again and then decide if drastic strategies should not be considered.

We have to take this problem seriously! That is a huge chunk of the population that is not reaching their potential due to an array of factors, many of which WE can address if we take the bold steps to finally do it.

BTW... how many whites did not pass the math and reading portions of the test? And, don't blame the test. That is a cop out.

WRONG... It's time for EVERYONE to accept responsibility...even the students. It's not just the system. It's parents, the black and Hispanic culture, our enabling. Everyone has to step up to the plate.
