As to FDR and war? Hey, he was a Democrat. The proven Democrat method of ending a recession is to start a war. Not that taking on Hitler was a bad idea - just that the logic of why it was done when it was done should not (note, I did not say "cannot") be ignored.

Sure. Both the commanders at Pearl and in the Philippines had plenty of notice that war could happen, and they did poorly. The two schmucks at Pearl were cashiered, and MacArthur was promoted and sent to Australia.
