unless you are a cop/etc = STFU--just get the license #/etc
...I will tell you to FOff in no uncertain terms if you try to tell me I'm doing something wrong--as will most people will--people get pissed off when COPS tell them they are doing something wrong --but cops have the authority

this seems much like the Florida parking lot shooting
appears both shooting victims were walking away
person armed in both cases complaining about parking
shooter seems like George Zimmerman--a wannabe cop/hero/etc

It can be a problem in busy suburban areas.
where I live there actually appears to be two to three times the number of spaces needed.
However in other places the simple solution
Is to make the fines larger and the penalties greater....removal of drivers licenses and so forth. Suveillance perhaps.
