Canceled the decree of the Party of Regions on the elimination of the general conscription and the creation of a volunteer army (as it is now in the USA)

Introduced strict censorship in the media and filtering by IP from other countries.

Not really. He exterminated Ukrainians of Polish origin (Western Ukrainians), did not get along with the Nazis, they put him in a concentration camp. It seems that banderits acted in conjunction with the Stalinists.
