1) Thompson machine guns were still manufactured after 1938.

2) The NFA of 1938, while burdening ONLY law-abiding folks, did not keep any guns from any criminals.

3) The world--where banning guns keeps criminals from getting guns--certainly did end... if it ever existed at all.
