Of course it matters. If you live in a city where the DA is prosecuting 6 cops with no evidence of wrongdoing and you know cops are "standing down" instead of doing their jobs, you're more likely to commit a crime.

But I can understand Baltimore cops especially after the on-going trial over 6 police officers who were involved in the arrest after which that black guy died - nobody wants either to occur in a jail or to be killed in return.
