There are libertarians who propose to close some prisons and remake them into drug rehab centers. The person will do time and not be able to leave and be with with other people who have gotten into trouble for using drugs. They will not be with the general population prisoners. They will have a chance to clean their records also. How recidivism is I do not know. But drugs are an issue for a lot of incarcerations.
