Sort of. Birth outside the U.S. is not covered in the Constitution, only by Federal Naturalization laws. Previously, only children born to U.S. citizen Fathers overseas were U.S. citizens at birth, and not U.S. citizen mothers who were unwed or married to a foreigner.
However....since there is no exclusive Constitutional definition of citizenship (the 14th Ammendment only defines one group that IS and does not exclude anyone), natural born can only be understood as those born with U.S. citizenship.
