That is what is called a bill of attainder and is prohibited in the US Constitution.

I hate to say this because I have friends in California and it is (used to be) a beautiful state but at least they all live far enough inland that they should survive when the CA coast gets the big mag 13 earthquake and falls off into the ocean. Couldn't happen to a better group of people.
