JFK was talking about reducing top marginal tax rates from 91% to 65% and corporate tax rate from 52 to 47%!
And he was right, those rates were too high, but doesn't mean that ANY tax rate is too high the way conservatives always position.

For example Obama has many times spoken about lowering the corporate tax rates while cutting deductions, but Republicans are so beholden to crazy conservatives nowadays most actually signed a pledge to not cut any deductions even as part of tax rate lowering deal.
