The Constitution can't speak. It's people interpreting the Constitution that is the issue.

The current system of voting is what prevents DC from being a state, because Republicans don't want it to be a state and the Reps are one of two corrupt political parties in the US.

So it does, indeed, 'say' something on the matter.
 
Again. The Constitution only states that there BE a District of Columbia and gives a maximum size. It does not state the exact placement or a minimum size.

The populated areas can simply be "carved off" and THAT can be a state
