Caterpillar is keeping international profits outside of the U.S. It's perfectly legal. If the U.S. didn't have an insane tax policy towards foreign earnings, then perhaps it would make sense for Caterpillar to repatriate some of that money.

But as our tax policy is highly punitive, it is in the interest of CAT's shareholders to hold the profits offshore. The CAT management have a fiduciary responsibility to their shareholders (many of whom are retired people living on pensions funded in part by CAT shares) to not overpay on taxes.

If a middle-class American tried this they would go to jail for years. That "corporations are people too" bs is exactly that. Cat will probably pay a measly fine and the senior management will get 7/8 figure bonuses. Christ M14, whose side are you on anyway?

If companies can find ways to completely avoid paying taxes, then we need to change the tax code to stop this from happening. As for what should be taxed, profits from American operations should be taxed. Profits from operations outside of the US should not, as taxes should be paid on those profits in the countries where the profits were earned.

Lower the corporate tax rate to 15 to 20 percent, but cut out all the loopholes so that these companies actually have to pay the taxes.
