The deciding factor was the railroad. The North was able to reinforce and resupply much faster than the South.

Actually though, THE deciding factor was Lee's decision not to invade Washington DC. He could have ended the war in a year if he had done so.

Washington was just a city. Capitals can move. It would have been embarassing but it wouldn't have caused the collapse of the north. Economic power was in Boston, New York and Philadelphia.
