More specifically the Black Power group claiming responsibility for assassinations
IS promoting taking up arms and joining in the planned killings.

Instead of blaming BLM which is a mix of peaceful protests and free speech to say anything including threats,
why not specifically target groups that have organized illegal activities, from vandalism to killing and death threats.

I see a distinction in intent between the groups preaching violence by "all means necessary" whether this means breaking the law or not; versus the peaceful groups that don't advocate anything unlawful but respect civil obedience to authority.

It is better to make and enforce this distinction so it rewards groups with free speech and right to assemble and protest without fear of punishment as long as they respect the law and do not seek or tolerate anything illegal.

This would distinguish them from groups that are preaching crime vandalism and violence/killing as a means of protest, which instead violates due process of laws, by punishing people without first convicting them of a crime, which is breaking the law in the same ways such abuses are being protested and which detracts from the rights to equal protection of laws.
