Civilization civilizes, but the process is evolutionary and requires several thousand years. For the sake of this discussion, I am defining a civilization as a city based society, where the government has the effective monopoly on the legitimate use of violence.
In a civilization intelligent men usually become more prosperous than unintelligent men. Until recently they had more children who survived and reproduced.
In a civilization most criminals were killed at the scene of the crime, they died in custody, or they were executed. There was no effort at rehabilitation. It never has been reliable. The few children some criminals had rarely lived to adulthood.
While this was happening in the tribal environment of sub Saharan Africa all men fought in the inter tribal wars. The best warriors had sexual access to the most women. Consequently, they had the most sons who inherited their violent inclinations and aptitudes.
Men were expected to avenge wrongs done to them, their relatives, and their friends. Women declined to become involved with men who failed to do this.
This explains why whites and Orientals are usually intelligent and law abiding. It explains why most Negroes are less intelligent, and frequently have characteristics that earn felony convictions for them in civilized countries.
