There is no official date. Both have their flaws. Starting from inauguration is flawed because an incoming president is still operating under the previous president's budget and because it generally takes some time for the new president's policies to have an effect. While starting from October 1st is flawed because some president's do pass policies during their first 8 months in office that do have an effect on the deficit.
