Yes, the Federal Government can mandate masks on Airline and Railroads about Bus Lines, they are regulated by the Feds.

Stores such CostCo, Walgreens, Target and CVS can mandate customers wear a mask, regardless of what a State Government Mandate might be. Such stores have obligations to see health and welfare of staff and customers.
