Efforts carried out in concert with others is not "socialism", but everyone seems determined to destroy that term along with so many others. Socialism is an ideology that encompasses many socio-economic aspects. It has many flaws and proven errors. It also includes at least some logical, positive points.
Whether or not certain current government agencies and actions are technically Constitutional might make good discussion. "General welfare", nonetheless, is a pretty broad term.
