DFAS has no legal authority to pay the military in the event of a funding shortfall. During the previous shutdown congress passed a bill authorizing payment for the military, but it was a one time thing so it would have to happen again for the military to get paid. I was in during a shutdown and went without a paycheck while still working, because congress cannot always even agree to pay the military.
