One cannot always predict where those can occur (at least with earthquakes) but one can mitigate the risks. Their achilles heel was their backup generators were not protected enough to prevent their swamping by the tidal wave. They re-enforced the main structure, but thought they didn't have to do so with the ancillary equipment.

The tidal wave didn't take out the main plant, it took out the emergency generators. Those throughout the world have been hardened after the incident.

The real issue is the high level waste still in the reactor. The water waste the article talks about is most likely low level waste, that could probably be discharged into the ocean, more so as time passes and half lives get spent reducing the radioactivity of the water.

The soil removal was more for peace of mind of the people than any real threat. One thing the article leaves out are the types of radio-isotopes that are prevalent in each waste stream, as well as the concentration and half lives of said waste.
