There is absolutely nothing wrong with highlighting his supposed mental competency in political ads, and were the shoe on the other foot? You would certainly want to see a tape of Trump being interviewed as well.

Congressional subpoenas are for government oversight, not political gain.

Impeachment has absolutely nothing to do with the 25th amendment.

Congress can’t remove the president by the 25th amendment at all. They can only respond to the issue if it’s raised by the VP. So there’s no point in a subpoena when there isn’t anything to respond to.

When did Congress appoint such a body?

All the President has to do is write a letter saying that he's O.K. and he returns to office.

It then would take 2/3 of both houses to keep him removed from office.

Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office

Ok. That's not a legal justification to not release it though. Congress and the public has a right to it via FOIA laws and the fact that it might be bad for a political candidate it irrelevant.
