But wait, it gets better. 2014, according to you, was not rigged because of the 2012 IRS scandal and the congressional scrutiny that would come with it. And, as I have said, this is the federal govt, not running education, but using tax money (which article 1 section 8 gives them the power to raise) to promote welfare (which article 1 section 8 says the feds can spend this tax money on).
