If I snuck into France illegally, and fell asleep on train tracks, and caused a train to derail trying to brake in time, and many people got killed, do you think it's wrong for people to think "well, if he weren't here, this wouldn't have happened"?

You are right, we have plenty of drunk drivers, but the reality is, this person was illegally in the country, drove drunk, and killed someone. If that person were not in the country, that man probably wouldn't have been killed that day.
