"We have an astonishing double standard in this country where members of law enforcement hold we the citizens to a very high standard of accountability," says Neily. "It is not a defense that you didn't know that your conduct was illegal. But when the shoe is on the other foot, and the question is what standard of accountability members of law enforcement should be held to, they insist that it be so low that it is practically zero."
Cops Who Allegedly Assaulted and Arrested a Man for Standing Outside His Own House Are Protected by Qualified Immunity

Arrogance and attitude is a systemic cultural problem in the police FORCEs around this Country.

They believe themselves above the law. Exactly like their alleged superiors who write law for we the stinky tourist.

Laws are meant to punish for criminal action, but, the ignorant amongst us and the intentionally obtuse of the so called "cream of the crop" (elected Empty Suited clowns) write laws predicated on what if, what might, what did happen and punish innocent civilians on those very excuses which is referred to as reason and couldn't be further from he truth if designed to be- oh wait- then the intentionally obtuse hire thugs and give them badges and guns, AND, "qualified immunity"- and do you know what most have in common?

Lip Service from the "Law and Order" Empty Suited clowns in the District of Criminals

Encouraging police departments to adopt less aggressive tactics doesn't do enough to fix the problems with policing in America. As long as qualified immunity remains, bad cops will have little incentive to change their behavior—the legal defense has been invoked to protect cops who steal, cops who murder children, and cops who rape nurses—and police chiefs will still have no power to purge bad cops from their squads.

If Republicans in Congress are unwilling to support qualified immunity reforms, then any bill Scott or his colleagues might eventually produce is likely to be little more than window-dressing, and the party that professes to believe in limited government will have shrunk from an opportunity to limit some of the worst behavior of government employees.
