Yes the Manafort tap was a FISA warrant. And it's quite interesting. The 1st FISA warrant was issued in 2014, then it was dropped--and then another FISA warrant was issued last summer in July of 2016 on Manafort--and then Manafort's home was raided--so they had to convince a Federal Judge--that if pre-warned through a subpeana for evidence, Manafort would have destroyed evidence. So they did a no knock warrant on Manafort's home--entered by picking a lock, and the only time Manafort knew they were there was when they knocked on his bedroom door in the early morning hours. These type of tactics are used normally on organized crime syndicates.

There is definitely an indictment coming on Manafort--and Mueller has him hog tied. The New York State Attorney General may be prosecuting Manafort--to avoid Trump's threat of pardoning everyone. Trump can't pardon state crimes--which puts pressure on Manafort to out all others involved in this--to save his own skin.
