Our shocking $21 Trillion Debt is far more stupid. But don't expect the Swamp Creatures to care. Expect the Debt to grow. Sadly, it is what it is.
 
I bet some Lloyd's of London syndicates could partner up and insure the U.S. or any state therein for such disasters and we could keep that budget balanced with a high, but manageable premium, like all responsible households and businesses do.

A Balanced Budget Amendment would mean once you've reached your peak of allocated disaster spending, that's it. No more can be allocated. And since you can't predict natural disasters, you also cannot predict how much is needed to clean up after them.
The same problem exists in the event of an economic downturn, such as the Great Recession – deficit spending is one of the most important tools available to help the economy recover.

Considering the fact that we spend twice as much per year as the next country (China), I think our government has been grossly irresponsible in the first place. What about savings? What have they done for a rainy day fund?

And, I have no sacred cow. Chop that military budget in half too.

The point is that it is a pathetic excuse for overspending when no other nation comes close to our levels.
