He didn't break the ordinance in the city, and any ordinance that tries to cover behavior outside of its jurisdiction probably breaks State level home rule laws.

He didn't discriminate in East Lansing, so they have no right or ability to discriminate against him for his beliefs.

However, the guy isn't following the city ordnance and the city is taking action. Now there is a lawsuit and they will fight it out in the courts, why do you have a problem with any of that?

The end result, after all, is said and done is that the farmer is still operating his business but is filing a lawsuit against the town. The only repercussion has been that he can not operate at the farmers market in the town.
