If a Jew walked into a Halal resturant and was refused service because he is a Jew- that would violate the law.
If a homosexual walks into a Halal resturant in Washington State and was refused service because he is a homosexual- that would violate the law.

However a Halal restuarant refusing to provide a kosher meal- or pork chops would not be a violation of the law.
