I thought it was the CIA, that did the few waterboardings that happened during the Bush Administration. If that is the case, the military hasn't and won't do it anyway. I didn't see where Trump mentioned ordering the military to do it either.
 
The Geneva Constitution is part of American treaty law. The part that applies to the laws of war is OUR law as well. That means Trump as President can be arrested for ordering the military to violate the Law of War. That means Sarah can be President. Oh, joy.
