You can give Obama (I hate this) credit. He sign a Bill that Authorized retired Military, Police, Sheriffs, Deputy Sheriffs, Federal Officers, Prison Guards blanket right to CCW anywhere in the Nation. This put about 500,000 pistol packing Citizens on the street. This excluded them from any State or Local gun laws. It has never been taken to court yet. So as long as you are Retired and have a ID card from your Department you are legal.

You're drawing a conclusion that because they went with Constitutional Carry that is the reason for them being ranked the safest state, but you don't mention other possible factors. Vermont is ranked second and New Hampshire third. All three of these states are sparsely populated and have a largely homogeneous population. That's probably a large part of it too. I don't know where Maine ranked in the past, but I would guess not far from the top.

It's probably fair to say that the Constitutional Carry hasn't jeopardized the safety factor, which would make sense. It's not the gun that's the problem. It's the person wielding it.
