That didn't exist until decades later and even then was rarely used because it is essentially holding the floor for debate and eventually you run out of hot air.

Now I am convinced that a supermajority is needed for everything because the quality and motivations of our representatives are generally low, and we need some sort of throttle on new legislation. These are not the high-character citizen legislators envisioned by the Framers. Half of the current crop are in lockstep on ridiculously stupid and damaging legislation most of the time.
