Sen. Lois Wolk (D-Davis) said the bill she introduced several months ago is needed to close a loophole that allows people with concealed-weapons permits to carry firearms onto school grounds. The bill prohibits that practice, unless school officials grant permission or the carrier is retired from law enforcement.

If government or whatever organization was made liable for shootings that took place where they banned CCW, I doubt the bans would stay in place.

Right now its a no risk move for California's government to create this ban. If the ban required them to provide protection or face liability, they probably wouldn't be so quick on the draw.

Most places the mass shootings occur carrying guns is either banned, or highly discouraged, so the odds are very low someone with a concealed gun would be in a classroom when a nut with a gun shows up.

I bet family members who just lost loved ones in Roseburg are now wishing someone would have been present with a concealed gun, that might have been able to limit the # that were killed.
