Miami and other parts of south Florida, where streets routinely flood at lunar high tides, comprise one of the nation's most vulnerable hot spots for climate change.

"It's remarkable. We get calls from people asking: "It didn't rainm so why is my street underwater?'" says Broward County Commissioner Kristin Jacobs, noting the region's decades-old system to drain water is now causing it to bubble back up.

Living on the coast or in natural disaster zones always increases insurances premiums. It's like that in the upper parts of tornado alley, flood zones, areas that have more potential for landslide etc.

South Florida started out as a swamp called the Everglades. Even though most of the land was below sea level, the value of the land on the coast line drove them to build ever further to the east by dredging canals to drain the swamp. If you've ever been to south florida you would be surprised at just how flat it is. The tallest hills are the trash dumps.

I can remember back in the early 70s, when every time it rained we were rowing canoes up and down our streets.
