Congress checks the power of the president. This includes foreign affairs. they even have a committee called The Foreign Affairs and Intelligence Committees.

Congress supposedly declares war but it clears executive branch has got around that one. Still they must approval all treaties, ambassadors, and generally still control the funding of things such as foreign aid.
