The FBI and DOJ have been trying to put the genie back in the bottle since then, and dragged Mueller out of a comfortable and deserved retirement.

Apparently he concluded that despite the Russians hacking the election (indicted) and Trump's campaign having contacts with Russia (NOT indicted, but clearly shown with the boychins meeting with the spy at Trump Tower), there was insufficient evidence to recommend Trump be indicted.

Barr is a political appointee, and he was when in the W admin. He's never been a career DOJ lawyer. The question is whether he intends to cover up whatever fire there is that is causing the smoke.
