In normal circumstances yes, but nothing will stick until its proved Trump conspired with Russia over the election.
So far the circumstantial case that there was a quid pro quo is pretty strong. Russia wanted the sanctions lifted and a Trump wanted help of the stolen emails and possibly targeting info for propaganda purposes these would be crimes.
After that the Obstruction and abuse of power (Nunes memo was abuse of power) charges are added weight to the main charges of criminal conspiracy etc.
