Because the matter of the President's engagement of a foreign leader in an investigation of a political opponent is unprecedented--Then the acting director claimed that it came under no specific actual statute, but under a broadly construed claim of Executive Privilege(?). Famously: When space vehicles were in an unprecedented emergency--with the life-or-death time limits--then the fix was asked of the people who could do that, and most quickly.

National Security reasonable--or simple everyday reasoning--was not apparent in the Director fellow's testimony about his mental state. . .and in a Trump Administration!

The statute that tells any whistle blower to contact the people, in statute: Set up to fix any such problem--was not said to be the first thought that the Director should have had--consciously: At all!

What if anything else not in the transcript was about the possibility of a nuclear exchange, for example? Congress actually does have the power to create a Declaration of War--on behalf of National Security. Easily all kinds of other options could be applied, in remedy, (House Arrest or confinement--contact the Vice President is more likely)!

What's right and what's believed are often two different things.
 
The DOJ and Dershowitz have said that no crime was committed. The dems can impeach Trump, but the charges will never stick. McConnell won't even have a trial. The House dems will look ridiculous.
 
Since the House of Representatives becomes impeachment trial managers, and so on: McConnell has no such authority.
