Artillery shells are not really the problem....
Cheap Artillery shells are the problem.
Rosie the riveter was a necessity for WWII....and if we truly had a desperate need for Artillery shells....we would be producing them faster than Ukraine and Russia combined could shoot them.
However....
In order to build factories to produce them that fast it would require commitment contracts to purchase their production for the next 5 years. Same with those that produce the stuff going inside the shells and those who produce the powder charges that fire the shells.
Nobody will touch the stuff otherwise. And nobody thinks that we are going to need the supplies of shells either...otherwise those that can manufacture them would be expanding their production of them.
