Well, the captain of a boat hits an obstruction, such as a huge log which ruptures the vessel's fuel tank. The fuel, being much less dense than water, spreads out over the surface of the water. The volatile fumes ignite and that fire ignites other combustible materials floating in the water.

But since this particular incident was in Vegas, most likely it was caused by someone filling the pool with Tequila and throwing a road flare in it.
